Below is a description of four of the current projects being funded through Neighbourhood Renewal.

Raynham School Project
Supporting Teenage Parents in Enfield

Raynham School Project

Since January 2001, Enfield Council's Leisure Services has been working in partnership with Raynham Primary School, the Local Education Authority and the Groundwork Trust to develop a project to address open space deficiency in the former Angel Road Ward (now Upper Edmonton Ward). The project is supported by £100K funding from the Neighbourhood Renewal Fund with a view to equal match-funding coming from other sources.

Great progress has been made over the last twelve months - extensive consultation was carried out to help decide what facilities should be included in any plans for a new community park on Raynham Primary School's field. The 'Raynham Doorstep Green Action Group' was formed out of the initial consultation. Its members are committed to supporting a bid for funding from the New Opportunities Fund (NOF) and are keen to establish sustainable partnership working arrangements to help with the future management of the site. A small initial grant of £3,500 was secured from NOF's 'Doorstep Greens' in August to help with the development of a detailed project preparation plan. Leisure Services is aiming to submit a bid for a major Creation Grant in mid January 2003. The NOF may then be in a position to make a grant offer in the spring of 2003 if the bid is successful. Work to create the new community park could potentially begin on-site in the summer of 2003 with all the necessary match-funding in place.

Liz Lawrance - Projects Officer, Leisure Services said: "It has been great to see a relatively new partnership working so effectively and to see the plans for the site coming together on paper. The consultation events and processes undertaken so far have demonstrated very strong support for the proposals. At this stage, we are considering in some detail how the project might be implemented and managed in the future. This is a flagship project and the innovative approach to addressing local open space deficiency by using Raynham School's playing field helped Enfield to achieve Beacon Council Status for Improving Urban Green Spaces in 2002-2003".

Supporting Teenage Parents in Enfield

This project, based at Enfield Foyer on Fore Street, aims to provide support for young parents aged up to 20 years. The support covers a wide range of issues such as; parenting, health, returning to education, gaining access to training or employment opportunities, accessing childcare, claiming benefits, and managing housing difficulties. The project also holds a Lunch Club every Wednesday for the young parents to meet and support each other and to speak with the project workers about any concerns they may have.

The project forms a very important part of the local Teenage Pregnancy Strategy, which aims to reduce the number of pregnancies amongst under 18 year olds and provide better support for teenage parents. Tricia Lewis, the Project Manager said: "Before this funding was available there were no services in Enfield specifically for teenage parents. Now we are able to provide holistic care for the young parents, offering them more opportunities, choices and control over their lives. The project is a point where they can come and get a variety of information, help and advice."

One young mum with a one year-old baby explained how the lunch club has helped her: "I feel less lonely and I like meeting people. The group provides an opportunity for my baby to mix and to be less clingy."

Safer Businesses, Safer Streets Project

This project was introduced to try and provide a range of activities to address the following:

  • Alcohol abuse being a significant factor in crime, nuisance, social disorder and health, particularly consumption of alcohol in public places.
  • Tobacco being the single greatest cause of avoidable death in Enfield.
  • Poorly managed businesses offering unhealthy environments and perpetuating poor practice relating to the supply and exposure to alcohol, cigarettes, smoke, knives and unsafe hygiene and working practices.
  • Under age and illegal access to these businesses and products introducing poor lifestyle habits.

While still in its infancy, the project has already started to impact on the Neighbourhood Renewal Area. In September a significant proportion of this area was designated a 'Drinking Control Area', giving the Police the power to prohibit the consumption of alcohol within these streets. This initiative between the Metropolitan Police and Enfield Council was officially launched at the beginning of December in the run up to Christmas and denotes the second area in the borough to be designated. Local press releases, the distribution of posters and leaflets, the erection of signs, and Police enforcement have begun to promote and inform residents about the project and further initiatives are planned for the New Year.

Cllr. Terry Neville, cabinet member for environment said: "Clearly the success of these two controlled areas demonstrates that these measures can make a big difference to everyone in the area."

Test operations have highlighted the need for the introduction and marketing of a 'Proof of Age' Scheme, and the production of 'Responsible Licensee Guidelines'. These two areas will be the primary focus in the next phase of the project.

Voluntary Sector Children's Centre

The Children's Centre, based at Claverings Industrial Estate, was formally launched on Friday 1st November 2002 with exhibitions by all participating organisations. The range of services offered by the organisations within the Centre is far reaching and has produced a vibrant, thriving Centre that will hopefully prove to be invaluable to local organisations, parents and children.

Neighbourhood Renewal Funding has provided the rent for the following services at the Centre: Enfield Children and Young Persons' Services, Opportunity Links, Enfield Home Start, Pre School Inclusion Project, Dazu, Capag, Scrap Project, Samafal and Horn of Africa. The funding has also provided for a Young Carers and Activity Development Worker, as well as covering the rent for a training/ meeting room used by all of the above mentioned organisations.

Since opening, the Children's Centre has been extremely busy and the facilities very well used with a wide range of training programmes having been offered from the Centre. Access to Neighbourhood Renewal Funding has enabled the Enfield Children and Young Persons' Services to gain additional funding from the 'Better Play' funding programme. This has facilitated the establishment of a soft playroom at Claverings for young and disabled children, which is due to open in February 2003. This funding has also provided a Play Development Officer who will work with other voluntary and statutory agencies to improve play provision within Enfield.
